A few quick notes that build on replies from and : advice about browser settings is reasonable, but persistent Internet Explorer windows appearing while Firefox is being used usually means an external program, scheduled task or adware component is launching IE outside of Firefox. The important next step is to identify which process is actually creating the popup, then remove whatever is starting that process.
When an IE popup appears, capture the owning process and full path (this is far more useful than guessing which browser setting is at fault). Process Explorer from Sysinternals has a window‑finder tool for exactly this purpose: Process Explorer.
Suggested troubleshooting checklist:

I am using Windows 7 and do not have that problem. IE7 is the default browser, but I use FF the most. While in FF I never see IE7 popups.
There could be two of the many reasons. your pop-up blocker is switched off in firefox. secondly. you may need to set firefox as your default browser to open all your internet pages in this browser. Also you may need a security software such as kasperskey
