I can find my way around a PC and I'm not bad at working out new software, however, my brother asked me to have a look at the BlueSoleil software that came with his Mikomi Bluetooth dongle. He'd successfully coupled his mobile and PC and we can send whatever we want from the phone to the PC. But we're stumped on sending picture files and music from the PC to the phone. The software help is a complete waste of time and I can't find any other source of help from the manufacturer on the web (and anyway, I don't speak Japanese). Does anyone have any experience with this software?

BlueSoleil itself can do PC→phone transfers, but whether a transfer works depends on which Bluetooth profile the phone exposes (Object Push vs. FTP) and how the phone vendor handles incoming files. The BlueSoleil user guide documents both FTP (browse/copy folders) and OPP (push objects) services; if the phone only offers OPP you must push an object and accept it on the handset, whereas FTP lets a PC browse the phone filesystem. (manualslib.com)

Practical checklist (builds on and ): confirm what service the phone advertises in BlueSoleil’s Service/Device view; if you see FTP use the browse/copy workflow, if only OPP initiate a push and accept on the phone. Make sure the phone’s Bluetooth file-receive setting is enabled (some phones route received pictures to an inbox or block unknown file types). Also avoid stack conflicts: either use BlueSoleil exclusively or use Windows’ built-in Bluetooth file-wizard—mixing stacks can break transfers. For how Windows handles send/receive flows and the “Receive a file” waiting state, see Microsoft’s guidance. (manualslib.com)

If drivers are the problem (Vista/compatibility like noted), get a BlueSoleil/IVT build that matches the dongle’s chipset or use the chipset vendor stack (Broadcom/Widcomm) if recommended—many OEM dongles bundle a limited BlueSoleil that needs upgrading. If the vendor site is unhelpful, search for an IVT/BlueSoleil download that matches your adapter or let Windows Update install the adapter driver, then re-pair. When troubleshooting: test another phone or another dongle to separate phone-vs-dongle-vs-driver causes. (ifeelpixel.com)

Double click the phone you are wanting to sending media too, options the phone is able to process will be highlighted click file transfer then a new window will open just drag and drop files to it.

ok here's what ya gotta do, activate your bluetooth software so that it sees your phone, then you have to use your phones data suite software to access the phone, however you need to make sure you have chosen the correct port, some motorola and sagum phones need ya to deselect the required port so that the bluesoleil can use it, annoying i know! the bluesoleil bluetooth software can receve media but not send it alone, it needs your data suite's help. most phones, my motorola a925 is a pain in tha arse in this respect, so keep trying.
