Unplug the power cord to the laptop. Remove battery. Hold the power button down for 60 seconds and release. Without re inserting the battery, plug the power cord, and boot up. This will isolate if it's a bad battery or not.

Had a similar problem with my hp laptop as well. My battery no longer held a charge so I ended up replacing it in the end. But before you insert the new battery, removed the old one, hold the power button down for a full minute,release, insert the new battery …

There could also be electrical back feed through the cat 5 from the connecting device, or on the other cables.

With the battery removed, power cord unplugged from the wall,but plugged into the laptop, hold the power button down for a minute. Plug cord back into wall, without re inserting the battery, boot up and see if that works.

Try rebooting without the battery. This will let you know if you have a battery that has gone bad or if it's further into the booting process.
