I have a client who deleted users on his database.

Is there any possibility that the records have been flagged for deletion rather than physically deleted?

If so how do I recover them?

It's a Joomla system and there are no backups.

Check the user table, you'll see. If they are flagged they should be there, if not, tough luck.

Yup.

Didn't think so.

So if they are simply flagged for deletion, they should show up on a query? They won't be masked so that they don't appear?

Yes, if you just look with something like phpMyAdmin, they should be visible.
