Im trying to install XNA 3.1, I have visual studio 2008 professional and I really need 3.1 (not 3.0 or 4.0) also I cant use visual studio 2010.

Looks like it couldn't find XLiveRedist.msi in the install directory.

any idea how to solve this?

Make sure "Windows Modules Installer" service is running and on automatic
Make sure "Windows Installer" service is running.

Try installing it from http://go.microsoft.com/?linkid=9640147

those 2 services are running and on automatic, I've already tried to reinstall games for windows - LIVE multiple times. it seems that the problem lies somewhere else

Ive "fixed" it by just copying the XNA map from college to my USB and putting it in my PF map at home and it works :)
