What are the steps of implements MS Silverlight Vedio Player?

i've looked through many website and i found one of the website is explaining how to implement image only.
so i wanna to know whether is image consider as MS Silverlight if i use MS Silverlight to implements.
btw, it is better for vedio player because i am planning to implements MS Silverlight vedio player into my assignment coding for the next task. :)
