what is tpl extension file and what is it for ?
I once open a php web script and saw *.tpl extension there.

It's a template file. This is used by many template engines. THey usually contain html and template language that can be parsed by the engine into php code. They could also be DIY templates. A quick google would have given you results saying as much.
