How do you put an animated avatar on here? What i do is i save the animated clip onto my computer and then i open it in paint to resize it to 80x80 pixels, by that time when i put it on here its not animated, btw its a .gif image.

that's because MS Paint doesn't have a clue as to animateg gifs.
It can read them but will only see (and thus save afterwards) the first frame.
You'll need other software, check tucows for some.

can you open .GIF files in dogwaffle, i downloaded it but i couldnt figure out how to open .GIF files.
