yep GIMP is open source but we would like to make a plug-in for GIMP that does vectorization. I think its not yet implemented in GIMP. We don't have much resources. please help

Well the GIMP site is going to be the best place to find out how to write plugins, and I'm sure the forum/mailing lists over there will be full of people who've written plugins, and may be able to offer some advice on the subject.
