Sure. Just install another OS like Ubuntu or buy a copy of your favorite OS.

Fees are quite variable, but $50.00-$100.00 an hour is close.

Have you tried the restore disk(s) that cam with your machine? If none came with it, then you may be able to order one from the manufacturer. And it's much easier and free to do it yourself, and the result is the same. I do it all the time, and charge my friends $25 a pop, if that gives you an idea. And typical repair fees vary depending on the repairs being made, the time it takes, and sometime, though very rarely, the age of the system. Hope it helps!
