I am trying to make best healthcare website through programming whose UI/UX design will be created through Java. I have one site in mind to whom I will follow like this.

Well, this project sounds Good! If you want to use Java for UI/UX design, you might want to look into JavaFX or Swing for making interactive UI. Also, pay close attention to the website you're getting ideas from. Make a note of what parts of the user experience work well and what could be improved. Your ongoing changes will definitely lead to a better healthcare website.
For example this website <promotional link removed by moderator> is created using HTML/CSS and Java.
One thing that I would like to recommend that test with design with real users.
