If a transform/filter “does not work,” check that the layer is editable (not locked background or vector-only), that the image mode and bit depth are compatible with the filter, and that Smart Object nesting hasn’t prevented direct edits. For older Photoshop builds, rasterize a copy before using legacy filters but keep the original Smart Object for adjustments.
