Linsys Router Restriction problem

I'm trying to config my router to restrict access to ebay, yahoo and other sites on certain IP in my network. Problem I have is the following.... I have 6 IP's that are being restricted access to certain URL.... and 6 that can get anything online.
I created 2 policies as follows:
#1 IP's 1 ~ 6

Allow internet access

Website Blocking by URL Address, ebay.com and others

#2 IP's 7 ~ 12

Allow internet access

I had to create the second policy, because when I created the first, IP's 7 ~ 12 did not have access to the Internet AT ALL. So I created the 2nd policy and they can access the net, BUT are also restricted to the URLs in Policy 1.

Can any one help??
