Try reformating with a boot disk and installing xp again. You can do a google search for boot disks.

I wish I could help but I have never had this problem before. I wonder if the xp disk coiuld be damaged in some way. Sounds like your HD is okay cause you installed 2000. I would suspect the XP disk. Try making a copy of it using clonecd.

Try going into safe mode. Usually pressing f8 as pc is booting up. You should be able to change it in there.

Google for some boot disks. Could even be a 98 boot disk and then google for instructions to format your disk. Is really easy to do. Use the boot disk to get in dos to format.
