Very hard question, maybe you should realize benchmarking and find out a shareware product that already has international resellers, study their experience and try to do what they have done.

It should be very simple and with very little amount of coding design to be easily crawled by search engines.

The best solution is content rewrite, as it is under you control and you can spend less resources on it that when you try to solve your problems with the one who has duplicated your content.
