You can use Multiview and View or Iframe and button.

If you're using VS 2008 (or VWD 2008) you can get the ASP.NET AJAX Control Toolkit (available somewhere on http://asp.net/ajax), which includes a tab extender, as seen here. As I recall, this extender is applied to a multiview to get this functionality.
