I'm facing a problem while installing rails. I tried with the following commands individually but failed. They are:

1) gem install rails --include-dependencies
2) gem install rails -v=1.8.6


Error messages displayed:
Could not find rails in local or repository
Could not find ...... "http://gem/......"

One more doubt is that is it necessary to have Internet connection for this purpose??
