i am new to PHP programming..
I cant access phpmyadmin and its says "You don't have permission to access /phpmyadmin/ on this server." when i tried to use the ipaddress of my computer instead of localhost...
how to fix it can anybody help me???

Make sure that you've access permission for the web folder (ie. xampp).
