If you are new to web design/web dev, it's going to be difficult hot to explain step by step on how to build a navigation menu. There are a variety of ways to do it. If you do a search online, you will find examples built on with CSS, others with JavaScript, and many newer examples that include nice effects built with jQuery.
You could also use asp.net navigation controls, but I you would need server side scripting for that.
