Check out http://getbootstrap.com/examples/navbar-fixed-top/ , it will require bootstrap. I did this from scratch in a XAMPP setup, and all went ok. I hope this helps.

Look into the CSS property position: fixed
@RudyM - don't you think it's an overkill to use bootstrap to solve the OP's problem?

@gentlemedia, perhaps; but if OP is looking to build a menu, then bootstrap (IMHO) is the quicker way to get an elegant one started.
