first time charge of $99.95 and
Monthly recurring charge of $9.95
How to implement the paypal in myphp application .

I suggest that you take a look at the Paypal Integration Center at https://www.paypal.com/IntegrationCenter/ic_sdk-resource.html
There is PHP code there that you can use to do what you want.

btw, paypal have their own system, so I think you probably need to call them up. If you're planning to integrate it with vBulletin, then they have the mod for this (I knew it)
you can find it in vbulletin.org, free if you're licensed :)
