Assuming you have a project in mind, and a general idea of how to implement it; I'd start by setting up a dev environment. There's plenty of ways to go about this -- here's how I am setup. I have a VM setup w/ Helix, here's a little walkthrough on how to get that up and running -- should only take a few hours to setup. That'll get you a basic project management (Trac) and revision control system up. I use Visual Studio 2005, and connect to SVN with AnkhSVN, most IDEs are SVN compatible.
