ofcourse not, but remember you have configured sitemap properly and added robots.txt.

Also make use of some pinging service

Yes dear, if you can then try to alter your IP after submissing one article.

No need to give gap always remember to use one article to submit to not more than 10 sites. There is risk of spamming if you submit 1 article again and again.
