How to workout keywords effectively?

Hi there guys, i have a few travel websites in English, French, German, Spanish. For English is pretty ok to workout the keywords to adwords but for others language sites is stucking, there no tool assist to finger out good keywords cluster to do that, so
i am looking for a soft ware or tool to help to workout good competitive keywords which pay less but high effection

any suggestion would be highly appreciation
