What is an easy (read cheap) way to build a portal such as www.citysearch.com but more specialized... and simpler? Are there any out of the box solutions? What are the prices like?

If you cane use Joomla very good, you have the solution, otherwise no way to find a cheap solution as far as the quality you are expecting. However, in any case you need to invest good amount of time (or money) in making the detailed project scope.

one of my freind shown me a site made in drupal...that is the nice portal for such type of work..sorry i am not a programmer.
