The best way to get traffic is dependant on the type of site you have. Sites that are completely behind a login wall, for example, can't take advantage of SEO as much as open, information-based sites that get crawled by Google. Social media pages are also a good way of getting traffic. What have you done so far? Where are you stuck? How much traffic do you have? What are your goals?
