My friend's Toshiba laptop is frozen and will not react to Ctrl+Alt+Del, nor will it shut down if you hold down the power button. The fan is also not working.

Sorry for the glib reply - it's bust and needs fixing. Not much we can do here unless there's a Tosh geek here acting as a repaor manual.

if it's overheating, Windows is frozen and cant respond to buttons etc.

We got it fixed, I convinced her to let me play around with it. It's up and running, the fan's working. Thanks though.
