I restarted my computer earlier, and when i logged back into my account my resolution was all messed up.

it used to be at 1280 x 1024
it was 800 x 600 when i restarted it.
i dont know what made it happen.

I can change my resolution to anything now, except to 1280 x 1024

whenever i try and set it to that it says "input signal out of range"
does anybody here know how I can fix it?

Sometimes you are forced to lower the number of display colors when increasing the resolution. That not being the case, try reinstalling your video card drivers.
