I tried to shut down via the Start> Shut Down> Shut Down and nothing happened. I can't open any shortcuts (they get sort of greyed out), I had to open Firefox by entering google.com in the "My Documents" folder's address bar. And can't open the anti-virus (avast!). I think it started when I download and extracted "Portable Microsoft Publisher 2003 en Español" rar file, the anti-virus detected a virus called CLOSE PROCESS or CERRAR PROCESOS (because the file was in Spanish). I selected the "Move it to Chest" option and all was fine till now.
I ran Hijack and this is the log:

The symptoms described by — inability to shut down, shortcuts/programs becoming unresponsive and the AV inaccessible — are typical of a process‑blocking malware that tries to prevent removal. Building on ’s Safe Mode idea and ’s cleanup suggestion, the safest, repeatable sequence is: isolate the PC, secure user data, then perform offline/low‑level removal before attempting normal use.

First, isolate the machine: disconnect Ethernet and disable Wi‑Fi so the malware cannot phone home or spread. If Task Manager (Ctrl+Shift+Esc) will open, use File → New Task to run cmd.exe or explorer.exe, and look for obviously malicious processes to End Process Tree. If Task Manager is blocked, power down and boot to Safe Mode (F8) or a rescue environment.

From Safe Mode or a rescue disk/USB, run a full scan with a modern anti‑malware scanner and a dedicated rootkit remover. Use a second‑opinion scanner if needed. Before deleting files, use Autoruns (Sysinternals) to locate and disable persistence (Run/Services/Scheduled Tasks). If a malicious file must be removed and is not locked, from an elevated command prompt in Safe Mode:

attrib -s -h -r "C:\path\to\infected.exe"
del /f /q "C:\path\to\infected.exe"

If the file remains locked, delete it from a rescue OS (bootable AV rescue media or a Linux live USB).

Always back up personal files (use the rescue environment to copy data) before making registry or system changes. If multiple scanners and offline rescue environments fail to restore normal behavior, perform a repair install or clean reinstall of Windows. After cleanup, fully patch the OS, install a reputable AV, remove questionable "portable" or cracked software, and keep regular backups to prevent recurrence.

I was in fact a file called "cerrar procesos.exe" (close processes in spanish) that caused the problems. What can I do, I can't open most applications like anti-virus, Process Monitor, and I'm afraid to shut down manually and then the computer won't start up. Please help.

I suggest manually shutting off the computer (hold power button till powers off)
Then when the pc is booting Press f8 before the boot screen to give the option of safe mode boot, go into safe mode and run your antivirus scanner. Another good program is trojan remover. Where some of the top internet secutrity programs simply delete the bad file trojan remover will reverse the changes the virus made to settings and other files. You can also use this in combination with other is programs.

Clean first:
==Get CCleaner from http://www.ccleaner.com/ - and install it in a new folder. You should keep this one for general use. I set the installation checkboxes only to open from the recycle bin. It's neater that way.
Now run CCleaner from the recycle bin rclick menu using its default settings [if you set up CCleaner as i suggested, rclicking the bin icon should give you the Open CCleaner option...].
If you have FireFox open the Applications tab and ensure at least that Cookies and Cache are checked.
Select the Cleaner icon, press Run Cleaner.
[For future quick temp file cleaning select the options you wish to use via the Windows and Applications tabs ..]
Now scan:
==Please use IE or Firefox to do an online scan at panda:- ?
-for the free online virus scan select the link Scan your PC, then Register [otherwise there will be no disinfection, merely detection] with a valid email and follow through.
Post the log it produces here.
