I found that if I right click on the column title and pick MORE at the bottom of the list I will see a box with the column width in pixels. I can make the number larger or smaller and the column width will change accordingly.

If I close Win Explorer and reopen it later, that files widths that I changed will reopen at the settings I entered.

Is there some way to do this globally rather than go in to each file and make changes individually?

You go into Folder Optins, and under the View tab, click on "Apply to all folders". It will set it globally.
