try to run a repair install. shell32.dll relates to graphics card. check for the driver for the graphics card. uninstall it and restart the computer and let computer detect the graphics card and then download the proper driver compatible with winxp

Also try to disable any firewall or antivirus that you have and then try the above steps for that you can use following steps
1 start> run>msconfig
2. select selective startup
3. uncheck load startup items
4. in services tab hide all microsoft services and disable all third party services
5. click apply and close and restart the computer
6. Now try all the steps
if the issue is resolved dont forget to select the normal mode once again from msconfig

if you are able to go to safe mode then follow these steps
1. start> run> type in "services.msc"
2. in the services window check for all the services whether all the essential services are started and automatic or manual as the case may be.
3.In msconfig > select selective startup and uncheck process system.ini, process win.ini and uncheck load startup items
4. in the services tab uncheck all services except "DCOM client", Remote procedure Call, Remote procedure Call locator, System restore, plug and play and then try to restart.
5. If you are able to start without pressing any keys then in Msconfig in the services tab check 10 services at a time and restart the computer
6 locate the service that is corrupt
7.insert the CD in the CD rom drive and click on start> Run> and type in "sfc /scannow"
8. Unplug non essential hardware devices like printer, scanner, modem etc except the essential devices like keyboard, mouse, monitor. and restart the computer
9.go to device manager and disable all the non essential drivers and then try to boot and enable them one by one and check if any of the device drivers are corrupt.

it could be the problem with the CD ROM drive in the computer. Try changing the CD ROM Drive and look for scratches on the XP CD.

1. click on start> run> services.msc
in the services window check for system restore service and set it to started and automatic
2. open my documents folder, click on tools, folder options> view tab> show hidden files and folders and uncheck hide protected system files and folders
3. in my computer select local hard drive, look for system volume information folder and in that look for _restore folder and in that look for RP.. folder and in that look for snapshot folder. If you find snapshot that means you can restore to that date on which that RP folder was created
4. To reactivate System Restore, free at least 200 MB of disk space.

I am waiting on my xp disk to arrive in the mail. The computer is finished and would really like to get it up and running. Could I use my xp pro disk to install and when the new disk comes use the key off of it or would that be too much of a hassle? Any ideas on this?

Yes you can install with the the XP Pro disk that you have but you must change the product key before you can activate the product. When you you get the activation screen do not activate now. When your new CD arrives by mail then follow the steps
click on start> programs> accessories>system tools>activate windows>Yes, I want to telephone a customer service representative to activate Windows>Next> Change product Key (here enter your new product key)> update> telephone and follow the onscreen instructions to complete activation

Well, I haven't solved it.

The thing is, USB drive and PC in question are not a "permanent combination". USB drive is my friend's and PC is my borther's. I still havent figured out what went wrong there.

It may be possible that there is some problem in the USB drive since you said that when you installed XP while selecting USB drive and after the first boot it said error reading the drive. I would suggest get the USB drive replaced. Try to perform clean install on the hardddrive and in that you have to delete the existing partitions and recreate partition and format the hard drive using NTFS file system using the regular format (not the quick format).
