One nice trick is to post at other forums, but include your forum link in your signature or profile. NEVER directly advertise it or tell people to go there, but if you make quality posts or help people out, they'll likely check out what it is.

Games like NWN2 and Oblivion are a lot easier to learn modding from. I'd look into those; if those don't work out for you, look at the original Half-Life. It's fairly dated now, but there is a LOT of information on how to mod.
