everyone must have heard of the stress buster-Desktop Destroyer game.it was coded in a programming tool called PETER SYSTEM.Could anyone please suggest another alternative to code a similar game in any other editor if available? or any other programming language would do too.

It looks like a simple way to create games like an GUI-based code editor. The first thing what came into my mind was Game Maker. It requires basic programming skill, but is easy to learn. I don't know if it's able to "manipulate" the desktop like "Desktop Destroyer".
Microsoft Silver light or Dot.Net based languages are probably more appropriate for this task. (just a lucky guess)
