Assuming your database is mySQL.
You will need your mySQL server to be on the internet (accessable by IP Address).
You can set 'priveladges' within PhpMyAdmin..
To set the specific HOSTS to accept incoming connections from.
eg: localhost or 82.40.41.133
Very simply proceedure to do with PhpMyAdmin.
