This is a very generalised question unfortunately.

You need to decide how you want to go about the project, what time frame you have, what finances you have available etc.

Then decide where you will be hosting your application, based on that what code languages, databases, elements, tools you require to have the application developed.

Then finally start, test, test and test again your application, then post it live, then market the product then, after all monies spent, time management went out the door and doubled, application is still riddled with bugs, sit back and wait for the money to come rolling in OR re-start your marketing campaigns again. :)
