I'm sorry to say, never come across this word keyword spamming. There is a term keyword stuffing. The only rule followed by search engine and that is keyword density. It should not exceed 8% in your entire web page content.

Yes Cygnet you are right keywords stuffing is similar to keywords Stuffing. In both case there is excessive use of a particular keywords... funny but yeah it's true try this..try to search on google about "keywords spamming" and it'll show you the wiki link of "keyword stuffing" as the first result in it's first page.

Your content must also support that 3-5% of keywords... Its not like that you haphazardly throw your keywords in the content... Reader should not get the feeling that you are repeating a keyword multiple times...
