Penguin is an algo aimed at over optimization - if you have a Webmaster Tools Account and received an unnatural links warning your site is part of it - if no WMT you still can be on their list but can't be certain - though if you have more anchor text with your keywords in them than links with your domain or brand name you can take it as you are there
