or have to be like this:

Very confused, please help!

— the practical rule is: give each page one clear topical focus and express it naturally in the visible elements (title, H1, first paragraph, URL). Repeating the exact same token string over and over — in a comma list or by stuffing a title with near-identical phrases — dilutes clarity for users and can create crawl/indexing and cannibalization problems.

Make titles readable and useful to humans. Put the primary phrase toward the front, keep the title concise (so it displays in results), and avoid turning the title into a keyword salad; a short, descriptive title will also improve click-through rates. See Google’s guidance on crafting titles for search results for specifics and examples: Title links and snippets.

On the page itself, use one primary target (a natural phrase) and support it with close variations, modifiers, and synonyms in headings and body copy so the content reads well and covers related queries. If there are multiple pages competing for the same query, consolidate or differentiate them (merge content, add distinct user intent, or use canonical/301 strategies) to prevent internal competition. The official webmaster guidance on avoiding manipulative tactics and duplicate-content issues is a good reference: Google Search Central — Webmaster Guidelines.

Quick audit steps: pick the main intent for the page, rewrite the title as a short human-friendly phrase, ensure the H1 is a natural match, scan the page for repetitive token strings and replace with synonyms or more specific phrases, and monitor SERP impressions/CTR in Search Console to measure impact. Caution: aim for clarity for real users first — search engines reward pages that solve user intent rather than pages that repeat keywords.

Google no longer uses keywords in meta tags. SO I don't think it matters anymore.

What do you say?

Avoid repeatation and using hyper- competetive keywords and those keywords that bring untargeted traffic but make sure your every pages should have keywords.
