I created lots of link for my websites but, they didn't generate as a backlink. What I can do to make them appear as backlinks?

Any external link that points to your website is technically a backlink by definition.

Do you mean they aren’t showing as links in Google Search Console? GSC only shows a subset of backlinks that it knows about. Additionally, quality and relevance of the links matter more than anything else.

When i am checking with some other SEO tools like ubersuggest, semrush there only few backlinks showing. But in search console where my created backlink count is more. why its like?

There are only two ways for SEO tools to get a count of how many backlinks you have. The first is by utilizing their own web crawler, that crawls every page of the web, and tries to collect lists of backlinks pointing to each other URL on the web. The second is by using an API that taps into the data provided by one of the tools that utilize their own web crawler.

The answer to your question is simply that Google has discovered more backlinks than other tools with much more limited resources in crawling every page on the web.

Google’s index is way bigger and more comprehensive than most SEO tools. Why? Because it’s always crawling and updating its database. This means Google can find more backlinks, even the ones that other tools might totally miss. Are you talking about the indexing of your backlinks? if you created backlinks now you have to work for indexing, there are different methods to index backlinks. after that you can get result in ranking.

I think the question here is about indexing. You have created but those are not indexes yet ? If yes, then try to ping the backlinks.
