I'm trying to figure out the best backlink checker. I've tried ahrefs, majestic, moz, but none seem to index like Webmasters does. Any suggestions?

SEMRUSH maybe? It`s very popular..Did you try it?
For example there is also Shoultmeloud which is similar to Ahrefs and MAjestic
