I'm new to the community and wanted to dive in with some conversation on 'data-driven' creative decision making.

  1. Do you use data to inform your ad creative?
  2. Have you tried a/b/n or multivariate testing for your ad creative?
  3. What is your process of making ads?

Why does this sound like Facebook API and what agencies do there?

I can only say that for the times I worked at/with/for companies they did not use Facebook so adverts were about the product and benefits and were not using what Facebook offers.
