I don't know how many people are familiar with Germany, but it is against the law to collect IP addresses and any personal information from people surfing your website without their permission. I would like to link sites together for the protection of all people around the world. This would protect against phishing schemes as well. It would have to be a world wide effort, but I have a plan laid out for this. Any thoughts on this?

I think you should create a community of people in relevant social networking sites and discuss your ideas with local internet community and contact few edu sites such as http://www.ndsu.edu/, http://www.jmu.edu/, http://www.utdallas.edu/ etc.
