For about a year now my Dell XPS 400 hasn't been able to download any software at all. I recently purchased some video editing software and the only thing my CD Drives does is end up making the sound you usually hear when you poke a papperclip into the manual eject slot while the Drive is still spinning. The DVD drive does pretty much nothing. The computer wont recognize that a CD is In Either Drive, as long as its software. It can still read music and data CDs. The shop told me that my drives were damaged from having a Stripped Raid but I dont think that has anything to do with it.

Any Thoughts?

That is probbably damaged ASPI layer.
