The school district I work at recently put Leopard on eMacs, iMacs, and iBooks. Last year, using Tiger's parental controls, we were able to set it so users would only be able to access a limited System Preference pane (network, system time, accounts, etc. had all been blocked). Is there a way to do this using Leopard's parental controls?

As far as I know Leopard's Parental Controls only allow you to block all System Preferences (via Applications > Others). There are other ways to block access pane by pane, let me know if they are of interest.

The control that you are looking for is not in parental controls. It is in the account setup. The restrictions you are looking for are set in a regular account, which is the default. The system preference are "opened" by allowing the account to have administrator status.
