If you mean "new" as a brand new, and there has been a tube monitor before connected to the computer, the refresh rate may have stuck to over 60 Hz. You can see the POST messages and even the flag window, but right before Welcome the screen powers off. If so, start the computer into VGA mode by pressing F8 at startup and set the refresh rate. Then after reboot set the correct resolution.
If it is a second hand monitor, it might be that some of the capacitors of the power source of the monitor have died. An electronic repair shop can fix them.

tried that would'nt move from 60 hertz and that was only option in VGA mode
