Server 03 Internet Group Policy seems to be using a different OU

I have server 2003. I set up a GPO for internet for users to go through Proxy Server 0.0.0.0 with access to only certain sites. That Policy works fine. I set up the supervisors under a different GPO to have free range over the internet. For some reason they can only get to the certain sites that I have set up through the Proxy settings, which was never a part of their policy. Even when I reset the browser settings they could still only get to the sites I allowed exceptions for with the Proxy. I have put them in the Regular USERS folder, no luck, made them an administrator, no luck, and even recreated the Supervisors policy. I am at a loss!!! They are running on IE7 When I log on as enterprise administrator on those workstations, I can have free internet range.
