On my Windows XP system, it refuses to let me download anything from any source. Uploads it will allowed, but no downloads. Runs a traditional DSL speed. I have run McAffee on it, Spybot S&D, and PestPatrol Corporate Edition,. and I can't find anything to explain why this is so. I even disabled my Firewall. Any help?

This thread shows two related but different symptoms: cannot start downloads at all, while sees files briefly appear then vanish. A focused triage is to determine whether the problem is browser-specific, profile-specific, or system-wide. Start by testing with an alternate browser, run Internet Explorer without add‑ons (iexplore.exe -extoff), boot once in Safe Mode with Networking, and try saving to a newly created folder with full NTFS permissions. Confirm there is adequate free disk space.

If the failure is confined to Internet Explorer, check Internet Options → Security → Custom Level → "File download" (must be Enabled), and under Advanced ensure "Do not save encrypted pages to disk" is not preventing HTTPS downloads. Reset IE settings if needed. The Microsoft Knowledge Base article linked by addresses several IE security settings that can block downloads and is worth reviewing when IE appears at fault. For system-level issues, reset the network stack with netsh winsock reset and reboot, and use msconfig to clean-boot and eliminate third‑party startup interference.

When files complete then disappear, inspect security/antivirus quarantine logs and any real‑time web‑scanning components that may remove or move files. Search for partial or temporary names in %TEMP% and other temp locations with hidden/system files shown. Check Event Viewer around the download times for related errors. If the problem is limited to one account, test with a new local account to rule out profile corruption. If these steps fail, gathering browser/version, whether the source uses HTTP or HTTPS, precise timestamps, and AV/quarantine entries is the next move for deeper diagnosis.
