actually i did... i just wanted to see if i could push it over the edge a little bit more...
you can even insert a table inside the div, to keep the format you have... don't be afraid to build a site based on tables... as i always say... combine tables and css, and you'll have a highly powerfull tool...

you should try working with tables...
create a two column table, align your left column to the left and your right column to the right... you could even align your table to the center of the "links by pagerank" section...

you should try using tables instead of iframes, since they're easier to handle...
try dreamweaver... it's pretty nice, since you can preview wha you're writing in the same application or in your localhost...

sbv's solution is pretty attractive... though, you must write compatible html codes with every css, so they're compatible to each one of them...
besides, what if i'm using for example, Safari 2, and there's no css code for my browser? or if i'm using an uncommon browser like Opera?
creating your own code is a great thing... though you should want to use a tool like EditPlus, since it (at least) highlights code and stuff, it's pretty useful...
you should take a look to the book i recommended... it's a really good book... and not a heavy reading... i read it myself, and i truly recommend it... specially if you write your own code...

Nest two block objects (e.g. div), one with the defined size, and the other with the surrounding styles. That way, you can control which one is inside in an browser-independent way.
what i did is what DangerDev suggested... creating an id to text-align:center
and assigning it to a div... though, if i remove the padding-left
from the nav_bar id, when i open it in FF it doesn't align it to the center...
the rest of the styles are in the nav_bar id and they work perfectly... except for the image change on hover in IE7's case...
It's what the browser does when it doesn't recognize a specific doctype. Usually it reverts to emulating an early version of the browser (e.g. Netscape 5).
i never learned using doctypes... i'll give it a look...

i don't think it is an incorrect policy... though it causes more chances to have something wrong... those small mistakes than are a pain in the *** and you don't know how to get rid of them...
you should consider switching from frames to tables... are much more efficient and appealing...
