I am currently a member on a phpBB forum, some people have decided to sign up as multiple accounts and the webmaster wont get rid of them! does anyone knoe how i can find their passwords so i can change it and disable their accounts?

You can't. Unless you have access to the database or any administration panels? Anyways, in both cases, you're looking for the answer in the wrong place.
