A short update and safer checklist for this old problem: the Windows Installer CleanUp Utility that shows up in older posts has been retired by Microsoft because it could damage other components; Microsoft now points people to the Program Install and Uninstall troubleshooter as the supported, safer option. As discovered an official Microsoft link and recommended Safe Mode + registry checks, that overall direction is reasonable — but it needs modern cautions and a safer order of steps. (learn.microsoft.com)

Recommended, safe sequence (do these in order):

  1. Make a backup (image if possible) or at least create a System Restore point before changing files or the registry. (support.microsoft.com)
  2. Run Microsoft’s Program Install and Uninstall troubleshooter first; it can fix corrupted installer registry keys and will often undo the “download not complete / already exists” state. (support.microsoft.com)
  3. If that fails, boot to Safe Mode and try the normal uninstall (Settings > Apps or Control Panel). Safe Mode prevents many services from locking files. (support.microsoft.com)
  4. For stubborn leftovers consider a reputable uninstaller (portable tools like Geek Uninstaller or Revo Uninstaller) — download only from the vendor sites and let them create a restore point first. (geekuninstaller.com)
  5. Manual deletion of program files and registry keys is last resort only; export the registry keys first and use Microsoft guidance — manual removals can break other software. (support.microsoft.com)

Notes and cautions: the troubleshooter may ask for an MSI product code (that requires an MSI reader/tool), and do not use WMI’s Win32_Product to hunt for product codes — that class triggers Windows Installer consistency checks and can silently repair/reconfigure installed MSIs. Always back up before editing the registry. (support.microsoft.com)

This sequence preserves the spirit of ’s Safe Mode suggestion while replacing the retired cleanup utility with supported tools and explicit safety steps.
